COVID -19 SUPREME COURT JUDGEMENT
DGCA has issued Circular no 4-/2020-IR dated 7th Oct 2020 about Refund on cancellation of
Air Tickets during COVID-19 lock down based on recent Supreme Court Judgement.
- Issuance during lockdown (i.e. between 25-Mar-2020 and 24-May-2020) for Travel
during lockdown (i.e. between 25-Mar-2020 and 24-May-2020) - Domestic and International flights
- Customers can opt for one complimentary Date/Flight change till 31-Mar-2021.
- Travel Partners are advised to reissue the ticket through GDS without collecting
change penalty. Only difference in fare and taxes (including GST), if any, shall be
collected.
- Customers can opt for one complimentary Sector/Name change till 31-Mar-2021.
- Travel Partners are advised to first refund the old ticket through GDS without
deducting cancellation penalty and then issue a new ticket with revised fare and
taxes (including GST) that are applicable to the new routing.
Note:
- GST shall not be refunded for tickets issued on/before 31-Mar-2020. ADMs may be issued
in case of violation.
- For all tickets where Sector/Name change has been made during a calendar month the
Travel Partner shall by 10th of the following month provide a list in MS-Excel format
indicating the Old (refunded) Ticket Number and their corresponding New Ticket Number.
ADMs may be issued if tickets are found refunded but not appearing in the list.
- Issuance any time before lockdown (i.e. on/before 24-Mar-2020) for Travel during
lockdown (i.e. between 25-Mar-2020 and 24-May-2020) - Domestic and International flights

- Customers can opt for a full refund within 14 days of Departure from the Travel Date.
- Travel Partners are advised to refund the ticket through GDS without deducting
cancellation penalty.
- Customers can opt for one complimentary Date/Flight change till 31-Mar-2021.
- Travel Partners are advised to reissue the ticket through GDS without collecting
change penalty. Only difference in fare and taxes (including GST), if any, shall be
collected.
